Dr. Jerry Skees, a pioneer of Index insurance, is the HB Price Professor of Agricultural Policy and Risk at the University of Kentucky and the President of GlobalAgRisk Inc, specializing in developing innovate financial instruments for agricultural and risk management. At GlobalAgRisk, Dr. Skees works with governments, international donor agencies, and the private sector on the design, development, and implementation of risk transfer products with the goal of creating sustainable products that meet the needs of the rural poor. In this video, Dr. Skees, discusses some challenges associated with scaling up index insurance. He explains that to address these challenges GlobalAgRisk has primarily focused on two solutions, one at the household level, and another, at the "risk aggregator level". At the household level GlobalAgRisk focuses on farmers concerned with protecting their assets from risk. This has taken hold in Mongolia, where he worked with the World Bank to develop an index insurance product for Mongolian herders, which will reach national scale this year. In Peru, he has worked at the "risk aggregator level" by protecting financial institutions that provide small loans from its exposure to loan delinquencies correlated with catastrophic risks. The focus, Dr. Skees emphasizes, is to address the biggest risks first and provide insurance that protects against that specific peril.
